Can you see Mt. Hood from Council Crest?

View from Council Crest Park toward Mt. Hood, which is visible in a mostly-clear sky about an hour after sunrise. Mid-altittude clouds are moving in from the south/southwest but these are higher than the mountain. The clouds glow warmly with light reflected from the sunrise, but the scene is chilly and damp otherwise. A single jet contrail crosses the entire width of the photo. In the foreground about 100 feet distant stand a group of about six people next to an open SUV. They are either setting up or tearing down a small but complicated photography rig, tripods and reflectors and such. They have two electric scooters with them. I would guess they were filming or photographing creative for a marketing campaign, something that happens with relative frequency in this park.
